The COGTA Wheeling Framework guides South African municipalities in enabling third-party electricity wheeling, where private generators sell power to customers through municipal networks. It provides clear steps on legal, technical, and financial requirements, aligning with NERSA rules and national legislation. The framework ensures fair use-of-system charges and protects municipal revenue while opening the market to private investment.

This spreadsheet assists municipalities determine the revenue impact of electricity wheeling. The model requires various inputs about the municipality, the electricity tariffs, the generator, and the offtaker. The model accounts for wind or solar generators connecting to Eskom’s network, and accommodates embedded solar generations. For all generator arrangements, the offtaker receiving wheeled energy must be a municipal customer. Developed by Sustainable Energy Africa as part of a Western Cape-funded project.
